• Target Corp. announced Thursday that it has hired Jacqueline Hourigan Rice as chief risk and compliance officer.

• Rice, who will begin work at Target Dec. 1 in an expanded role for the position, has been chief compliance officer at General Motors, where she's worked for 17 years.

• Ann Scovil retired in March as Target’s compliance officer.

With this move, Target hiring from outside its own ranks is becoming something of a newly acquired habit. For years many considered Target’s corporate culture overly insular, so the decision bodes well for the retailer.

Target is still in recovery from last year’s data breach and losses from its recent Canadian expansion, not to mention the general challenges faced by most retailers these days. The expansion of Rice’s job description is also the latest sign that Target is taking data security seriously.
